In hopes that this bug was already fixed, I attempted to update pkg in
my active boot environment.  The dependencies for the update included
348 files in 10 packages - for a total download size of 58 MB.

Is there any chance that your fix will allow an installation of an
updated pkg command without pulling in several hundred MB of
dependencies?  This would allow a relatively small update to get the
fix that will make the big update more likely to succeed.  That is:

# pkg install [EMAIL PROTECTED]
# pkg image-update
