  Bigger for files is okay, since it means that your repository's
  clients can verify their contents are legitimate.  Bigger for catalogs
  will have a performance impact, which is why we believe we'll need a
  "historical" state for package versions that shouldn't be retrieved by
  clients not already aware of their existence.  This case is separate
  from the "toxic version" removal case.
