The right thing to do is re-whack this completely. The design document that Stephen wrote -- the one about package namespaces -- doesn't match the code we have in the gate. In order to get this to work correctly, we have to stop considering authorities to be a separate and disjoint namespace. This is something that's already in the document, but it doesn't match the code, or the original guidance I received when writing the multiple authorities implementation.
