I think it'd be a fine idea to be able to refresh a single authority.

However, I'd like to know what exactly it is that you're trying to do.

pkg refresh shouldn't update anything on your system other than the
catalogs.  Are you trying to do an image-update to get all the new stuff
from just one authority?
