The following webrev includes proposed fixes for the following bugs:
1259 Need CLI option to retrieve preferred authority
1364 pkgsend(1) missing trailing double quote in -s description

Change summary:
* Changed pkg client to accept -P option to only display preferred
authority. I did not add a sys.exit(1) since there is always preferred
authority (apparently) even when removed from cfg_cache. If you remove
all authorities from cfg_cache, the client exits with 99
(RuntimeError).
* Updated pkg.1.txt to reflect change
* Made it so that -H can be used with -P
* Fixed typo in pkgsend page
