Have encountered this bug with "pkgrecv" before. http://defect.opensolaris.org/bz/show_bug.cgi?id=2104
If the manifest contains no file actions (maybe just a bunch of depend actions), it throws up a spurious error message. Not sure why the SUNWhleue pacakge is totally empty though. Venky.
