Those "clusters" really just contain references to other packages-- so
I think you've hit an edge case where there was nothing to download.
I don't think pkgrecv is intended to follow dependencies in the way
you might be expecting.
Please file a bug at defect.opensolaris.org with the info you included
here, and we can get this edge case cleaned up.
