Here's a webrev to fix 2253, the bug where having multiple authorities on
your machine makes installing anything a pain in the ass.

I'm not sure if the fix for 2546 is really sufficient, and can easily pull
it out if anyone thinks it'll require a bunch more work.
The multiauth fix, though, basically involves ripping out any place where
we treat two otherwise identical fmris but different authorities as
different. (Ditto for successor relationships.) We also fall back to the
first available authority when the installed authority for a package fails
to match in the catalog when applied to a new version. There are also a
bunch of new tests, all of which now pass.
