A fix to
2754 incorrect paths and source snippets in development stack traces

This appears to continue to put everything in the right place, as well as
get the right paths into the .pyc files (and in the stack traces).
If anyone has a suggestion for a better environment variable than
$PRIVATE_BUILD, let me know; I'm bad at naming things. Use of an
environment variable seems the cleanest method that will get through the
makefile and into setup.py, but if anyone has any other bright ideas, let
me know.
This doesn't get the paths right for the gui modules. We should integrate
the gui build into setup.py at some point, but I'm not yet annoyed by that
lack of integration, so I haven't tackled it.
