Tom,
I think that with the current proposed API it will be possible:

-> put list of packages
-> plan the install/update/remove
   at this point we will have all the packages to be 
installed/updated/removed throught the describe() funciton. Then for 
each of those packages we will have info which will contain information 
about license.

Please correct me if I am wrong
