Not all CAS can be derived from IPS metadata, but it is true that we could apply the IPS no-pkg-scripting model to SVR4 packages today. That should probably be highly recommended for all new SVR4 packages that would otherwise rely on CAS/*install scripting, so as to not add to the future SVR4->IPS conversion burden. Depending on the time scales for the IPS transition it might be a good idea to publish a best practice for how to do the above. If not, then just a README spread through the various c-teams and CRT advocates would probably do.
