Well, there are a few problems to be aware of:

1) Files in the download cache do not necessarily represent the entire 
contents of a package.  For example, an image-update might only download 
the files that have changed from the last version that was installed.

2) Files that are identical between packages are only present in the 
cache once even though multiple copies will be installed (e.g. 
/path/one/gpl.txt /path/two/gpl.txt)

3) We could change the compression algorithm at any time, and I'm 
curious as to why this again matters.
