Sounds good to me. This, I think, gives us a more straightforward place to put panel-related packages. Since panels and applets are so closely related, it makes sense to put them in the same place. Perhaps "Desktop Panel and Applets" would be a better name, though, to distinguish desktop related panel/applets from other usages of the terms "panel" and "applet".
