It appears that it's not part of the default install. Canonical commands
for figuring out what to install:
# pkg search -r scanpci
INDEX ACTION VALUE PACKAGE
[ .... ]
basename file usr/bin/scanpci
pkg:/[email protected]
basename link usr/X11/bin/scanpci
pkg:/[email protected]
# pkg install SUNWpciaccess
[ ... ]
# /usr/bin/scanpci ...
