I've been working on further improvements to action processing; one of 
them is automatically determining the size of the data if it is not 
provided via "pkg.size".  It used to always do this.

However, I've discovered that some of our tests in the test suite lie 
about the size; they specify a pkg.size of 153036 as an example, but 
then provide a file 14 bytes in size.

This creates problems when attempting to read the file data as it's 
larger than we were told, among other things.

It seems like I will have to always calculate the size which then leads 
me to ask, why bother specifying pkg.size at all at publication time?

Thoughts?
