The man page, pkgsend(1), should be of use. The replacement is "import", which is mostly the same as "send", except that it doesn't do the open and close for you (so you can insert other actions into the transaction). However, "pkgsend send" didn't get removed until after 2008.05, so given that's what you're running, I'm not sure why you're having problems. You really ought to upgrade to the latest bits, either on dev or on release, depending on your comfort level.
