It's difficult to know for sure. One possibility is that the client
ended up talking to a depot that didn't send content-length headers.
It's also possible that the client doesn't have all of the latest fixes.
Signed manifests should solve these kinds of problems once and for all,
but we haven't had the time to implement that feature yet.
I've been thinking about the signing problem in some detail;
I'll try to get that written up and sent out.
