Let me elaborate a little more .... I tried to boot my 4v over AI and
use an AI manifest which asking to download my local package from my
local IPS ... For some reason it failed. (at this moment, I am in
live-cd mode) So I tried to manually download it and discover this
issue ... Wonder if the failure played a role here.

It should work fine against pre-existing authorities, but yes,
apparently doesn't want to add one. Please file a bug against the
live CD as we need to allow authority manipulation.
The easiest way to do that will be mounting /var/pkg on the tmpfs so
it can be written to. Alternatively, the implementation of bug 6576
would work too.
Handling of /var/pkg is complicated on the CD, since we're trying to
stay in a memory budget. I'm puzzled that this is happening, as
cfg_cache should be in a writable state on the ramdisk already. 6576
surely would be helpful, anyway.
