This is correct; we publish on each platform and compare. If the action
is the same on all platforms, it is left untagged; if it differs on any,
a separate copy of the action is delivered for each platform. This
hasn't arisen yet, since we only have two platforms.

No. Since we have only two architectures, this can't happen, and
furthermore the merge program duplicates actions if only some variants
share them.
