The problem I have with this is that there is about a 5 second interval
after the packages are displayed before the Update All button is enabled.

Remove the contents of the directory /var/pkg/gui-cache/.
Start packagemanager and note that Update All button is enabled.
Close packagemanager and start it again.
Note that Update All button is no longer enabled.
The bug was due to catalogs not loaded, when we were starting from the
cache.
