This webrev changes the api.info function as requested in bug 6902.
Specifically, it gives the caller fine grained control over exactly what
information is retrieved, meaning that if the info required doesn't need
to read the manifest, it won't. This should allow the speed of checking
the state, for example, of a package to be vastly improved for the GUI.
A collection of what I thought might be useful or common sets of
arguments is included as constants.
