If you identify things by size, then the correct algorithm is to
scan first for the size you want, then for another size which you
can use for scaling. Hence my suggestion that you also support
pkg.icon.scalable.

I would support PNG and GIF and I would ensure that I supported SVG. I
would not bother with the rest-- conversion to PNG can be done at
publication time.
