The following webrev contains fixes for the following issues:
2283 pkg unset-authority fails unless all specified authorities are valid

Change Summary
--------------
* Changed unset-publisher subcommand to return partial success
(failure?) code 3 when some of the publishers specified could not be
removed (because they were unknown, preferred, permissions, etc.)
* Documented partial success (failure?) code in pkg.1 man page
* Added tests to verify that complete failure (return code 1) is
returned when all specified publishers could not be removed or 3
whenever some of them could be
