1)  Get UI buy-in on packages showing up in multiple categories
2)  Rework packagemanager software to permit this to happen
3)  Start adding more info to packages to indicate in which categories
    each should appear.

Right now we have the following (from the netbeans pkg):

set name=info.classification value="org.opensolaris.category.2008:Development/Integrated Development Environments"

This is used to produce that static file.
