The following webrev contains fixes for the following issues:
7336 putback for 5871 missed a few vestiges of authority
7341 t_pkg_image_create has duplicate definitions

Change Summary

* Replaces a few leftover references to authority with publisher
* Adds -p option (as an eventual replacment, -a is left for
backwards-compatibility)
* Adds --authority option (for backwards-compatibility)
* Updates all tests and code to use -p instead of -a (with one exclusion
below)
* Adds a test to verify that the -a, --authority, -p, and --publisher
options all work as expected.
* Fixes a duplicate test definition in tests/cli/t_pkg_image_create.py
* Fixes t_pkg_intent to use PREF_PUBLISHER
