As a naive user I'd not expect (or want) any of those cases to fail. However I'm not sure I can easily tell you what I expect the software to do in selecting which publisher to use, all I know is that failing an image update isn't what I'd expect. Particularly because I suspect that failing the image update would leave the user stuck without an upgrade path.
