I don't think that implication follows - doxygen is a tool for creating
documentation, while the other is documenation about erlang (and should
eventually just become a facet of the erlang package).

develop/doxygen/documentation would then be the documentation of the
doxygen tool, but not the doxygen tool itself.

Perhaps develop/doc-tools/doxygen would make the distinction clearer and
leave room for other documentation development tools like docbook2html or
xmlto ?

Other things I note in the list beyond the ones you highlighted:

Those are the kernel & Xorg drivers for the same hardware, so perhaps:
      driver/graphics/sun/efb/kernel
      driver/graphics/sun/efb/xorg

or perhaps without the /kernel for the first one, since kernel is implied,
and the xorg driver won't run without the kernel driver in place.

There should also eventually be a SUNWefbcf, which would become
      driver/graphics/sun/efb/config

You should also have similar entries for the kfb driver for SUNWkfb, SUNWkfbw,
and SUNWkfbcf, but those seem to be missing from your list (at least in
http://cr.opensolaris.org/~richb/package_rename-v4/packages_by_new_name.txt ).

gtar isn't really compression is it?   command/gnu-tar sounds better to me.

There were some new packages in build 110 in the X & CDE space that will
need to be added when update for later builds:

      SUNWttf-google-droid -> system/font/truetype/google-droid
      SUNWdtbas -> library/cde
      SUNWmfrun -> library/motif
      SUNWtltk -> library/tooltalk
