The extras gate is in need of a fix for
7763 Need a way to add and drop licenses
so that we can drop the legally underpowered licenses in the SVr4 packages
and add in new, super-powerful, "cross us and we will slaughter your
family"-style licenses. It's a fairly straightforward change, with a
webrev at:

The change to SUNWigb is just an example; I won't actually push that
change. I hope.
