I ran into this quite a while ago, and thought I was doing something wrong
in my build. No amount of clobbering fixed anything, and no, those files
never ended up in the proto area.
I ended up cloning a new repo, and everything worked fine.

Didn't track it down because I figured I had just scrogged the workspace
somehow, but seems like it's bigger than that.
