7980 pkg list -a fails for unprivileged user when catalog needs refresh

Change Summary:
* Changed client/retrieve to raise a PermissionsException whenever a
Manifest cannot be read due to permissions or a Catalog cannot be written
* Added unit tests to verify that a pkg list -a can be performed when a
publisher needs refresh, but user is unprivileged
