New webrev which makes an attempt to catch all the errors that could
come out of versioned urlopen.
Note: It's not moved into retrieve.py because for reasons I haven't
taken the time to figure out, retrieve.py can't import pkg.query_parser
correctly.

I've talked with J, and making a test case for this isn't feasible
right now, hence the lack of one.
