Actually, the source of this problem is the inability of the plan creation phase to back-track when it has a constraint violation.

The sat solver will fix this, and similar problems as long as a
solution exists - and if it doesn't, those pkgs won't get upgraded.

Currently the failure also prevents the packages that can be upgrading from upgrading until you individually select them which is a bit of a pain.


Yes... this is because the solver doesn't back track today; I'm working
on a complete revision of the pkg solver that _will_ find the newest
solution that will work w/ all the constraints on your system.

We know it's a pain... but we realized that we didn't have enough time
this release to complete the solver work, so we made the decision to
delay this feature until after 2009/06.
