I created bug 8689 as requested. However, if the waiver is not granted
to checkin this change, then 8689 can be closed because the cows will be
out of the barn at that point.

The change seems right, though I'd ask that you open a bug to add this
change back and make it dependent on bug 5750 as I see no harm
(long-term) of adding back this change when the next image format
revision occurs (which will be very soon) as that will be a definite
compatibility boundary.
