Because the server functionality was only just added, and the client is frozen for 2009.06. It was just a matter of running out of time.
automatically added, it seems like you'd want the pkg command to be "add repo" instead of "add publisher", and the publisher name for each repo gets automatically figured out, and the repos get combined together under each publisher.
Right, the cli interface and packagemanager interface both need an overhaul to make this less confusing. We just ran out of time.
