About a dozen packages have installed ok since the initial image-create, both before and after this one, and no others have failed.
I have run verify - found a few minor permission issues, and they fixed ok.
Also refresh --full.
Any ideas gratefully accepted.

Can you provide the output of the following:
pkg info entire redistributable SUNWipkg
And this:
pkg install -nv SUNWspnego
