The code change looks fine, but do we actually want to support a
relative path as a valid argument to image-create?
Remember that simply being in a directory and saying 'pkg image-create
image/' also falls under this case.
Since we want users to leverage user images, I think it is entirely
reasonable to support this.
However, I'm happy to abort this changeset if the consensus doesn't
support that.

Why wouldn't we want to support a relative path as a valid argument for
image-create? I certainly have been doing it all the time to make tiny
test images to work in when I'm fixing a bug.
