Hi, those instructions are not outdated, and are still current.
Unfortunately, at this time, a mirror of the release repository is not
available as far as I'm aware. However, since the development
repository contains all of the same files as the release repository,
that shouldn't matter much, though it will be a little inconvenient in
transfer size.
I would go ahead and follow the instructions there to setup a local
content mirror, and see what the performance is like.
In the near future, we should also be releasing an ISO iamge of the
2009.06 release repository that you can use to run a full mirror (not
just content) locally, and only for the 2009.06 release.
