This probably isn't a bug. In order to allow the progress tracker to update in real time, the client adds the bytes that it has downloaded in real time. If the download fails, either due to a network error or a verification problem, the client subtracts the size of the failed download from the progress counter. I suspect that a number of your download transactions failed and were subtracted from the total number of received bytes.
