ips repository and packaging.
You're absolutely right, the problem seems to be caused by 10010.

With that said, the problem you're describing is basically bug 10010
which was fixed in rev 1218 of the ips gate.
Since you are using the api directly, you'll have to do this:
from pkg.client import global_settings
global_settings.PKG_CLIENT_TIMEOUT = 900
