The depot doesn't know what package the files belong to at the point
that retrieval occurs. In addition, filelist is going away, in the
future clients will just retrieve individual files using /file/0/.
Apache can log the intent headers and other information for you.
I'm also uncertain as to what else the depot could provide in the event
of an aborted connection or even if it could reliably detect an aborted
connection vs. a dropped one.
