Specifically, as long as the server has provided us with a valid catalog, there is no reason to not update to that new catalog. Preventing the catalog update won't somehow allow the user to continue to update the packages they have that are no longer available, and it won't have any effect on their existing system (other than the inability to update, which they would have anyway).

I'm willing to warn the user if we *know* that a package currently installed is no longer available from the repository, but I'm not willing to fatal because of it.
