Please provide codereview comments for my first proposed pkg(5) bug fix.

I've taken the simplest fix, which I believe is perfectly reasonable
given the current and future uses of mirrored publishers. The
assumption I'm making is that either mirrors have no key/cert
requirements or that they are using the same key/cert as the origin.
Doing anything else would require a much more complex fix and I don't
personally believe we need it now or even in the future. If it is
needed then it can be added. I think this is reasonable even though the
CLI does allow specifying a different key and cert.
