Thanks for bringing this up. We definitely don't handle files owned by non-local users at the moment, but I'm not sure whether we want to. If so, the fix is straightforward. At any rate, you can move forward by adding the user locally for the duration of the install. And yes, please file a bug. Development/pkg/api-python is the best place.
