What really matters is: when will BFU and the update_* scripts be
replaced with nightly/other tools that build IPS packages and publish
them to developer repositories.

Given that IPS runs on multiple OSes then it makes little sense to put
it in the ONNV _gate_: how would you check out and build IPS on, say,
Linux, or Windows?

But there's no reason why the ONNV, or any other, _consolidation_
wouldn't be an appropriate home for IPS.  Consolidation != gate;
consolidation ~= c-team, rules, build schedule, what product it
contributes to, one or more source code repositories, build tools, ...
