I suspect this is dumbness on my part.
A bunch of the failures are down to my dumbness (test directory
was off /root/... and which has perms of 700 which in turn
meant the tests doing 'su noaccess -c /root/...' are not going to
work).
Having fixed that I have:
| $ pkg image-create -F -p test=http://localhost:12001
/tmp/ips.test.15605/image
| $ /root/mercurial/baseline/gate/proto/root_i386/usr/bin/pkg install 'ba*'
| pkg: 'ba.*' is an illegal fmri
But I'll figure this one out.

What's the failure message? Is this verify failing w/ the wrong group?
