PKG_DUMP_STATS shows an effect on my machine only when pkg install is 
successfull.

Removing the repository mirror didn't help, and bypassing the proxy is not 
possible unfortunately. I know at least that our company uses a content 
filter somewhere on the proxy that sometimes has some unfriendly side 
effects (blocks sometimes legal content such as a couple of source code 
archives on sf.net). Perhaps that's the cause.

Would it help to rsync pkg.opensolaris.org/dev according to [1] from, say, 
a machine at my home that has direct Internet access, and copy these files 
to the machine?
