What IPS has now is a metaphor based on book publishing, more or less.
But there's no book publishing equivalent of having a whole set of
specific versions of pkgs tied together as a single entity -- libraries/
bookstores may have various editions of specific books, but they don't
all have specific sets of specific editions of specific books.

It's time to leave part of that metaphor behind.
