short answer: probably not long answer: strictly speaking, these new requirements only apply to machines used to BUILD the pkg5 source. for machines that are just running pre-built pkg5 bits, no, you *probably* don't need to upgrade.
although... in general i'd say that deploying software on a system that is older than the system on which the software was built is a really "bad idea" (tm). i don't know who builds the pkg5 tools and depots that your running, but you should strongly consider running at least the same version of the os as they used to build those bits. and if you have strong requirements for running pkg5 bits on older builds then i'd recommend that you make sure to build the bits on want to run on those older bits as well.
