Please review this changeset for some Windows issues:
8049 leading / not stripped from file action path on Windows
8698 search fails when pkg.depotd runs on Windows but packages published
on Unix
11469 cannot run pkg.depotd as readonly on Windows (permissions problem)

The fix for 11469 introduces a new method in the portable module for
asserting that a file has a particular mode. I looked through the code
to find places other than catalog.py where this is being done but I
didn't find any. In the future, if the mode needs to be asserted,
please use the portable.assert_mode method.
