I thought it was pretty clear: pkgs from a sticky publisher will be
updated from that publisher.

IMO this "sticky" behavior is the best behavior as the default behavior
(modulo just what is a publisher).  But I suspect that developers will
want to be able to clear the sticky flag on a per-pkg basis, not just
per-publisher.
